Right to Education

The State shall provide free and compulsory education to all children of the age of five to sixteen years in such manner as may be determined by law.

Meaning:

Article 25A makes education a fundamental right for every child between the ages of 5 and 16. It places a constitutional obligation on the State to ensure access to free and compulsory education for all children within this age bracket.

This article reflects the commitment to literacy, equal opportunity, and human development as essential to Pakistan’s progress. It empowers families and communities to demand education as a right—not a privilege.

Application:

When the government establishes public schools, provides textbooks, or runs enrolment campaigns for children, it is fulfilling its duty under Article 25A.

If a child is denied access to schooling due to poverty, gender, or geographic barriers, or if the State fails to provide functioning schools, it may be held accountable under this article. Education laws and policies passed after this amendment must align with the constitutional guarantee of free and compulsory education for all children aged 5 to 16.
