Principles of Policy: Responsibility of the State
The principles set out in this Chapter (Principles of Policy) shall be observed by the State in the governance of Pakistan.
It is the responsibility of each organ and authority of the State to act in accordance with these principles in making laws and policies.
Meaning:
Article 29 introduces the Principles of Policy section of the Constitution, which outlines the State’s moral and social obligations toward its people. While these principles are not enforceable by courts, they serve as a guiding framework for governance, legislation, and administrative action.
They reflect the vision for a just, equitable, and welfare-oriented society, and every part of the government is expected to uphold them in spirit.
Application:
When Parliament drafts new laws or when ministries develop national policies—on education, health, economy, or justice—they are expected to align with the Principles of Policy starting from Article 29 onward.
Though a citizen cannot sue the State in court for failing to follow these principles, they can hold it politically accountable through democratic means such as elections, public advocacy, and media scrutiny.
