The State shall strive to:
- Preserve and strengthen fraternal relations among Muslim countries.
- Promote international peace and security.
- Foster goodwill and cooperation among nations.
- Support the common interests of the Muslim world.
- Encourage the settlement of international disputes by peaceful means.
Meaning:
Article 40 guides Pakistan’s foreign policy, particularly in its relations with the Muslim world and the global community at large. It envisions Pakistan as a nation committed to peaceful diplomacy, regional unity, and international cooperation, while also championing causes shared by Muslim countries.
Application:
When Pakistan supports diplomatic initiatives among Muslim nations, participates in peacekeeping missions, or advocates for peaceful conflict resolution at the United Nations, it is acting in line with Article 40.
Foreign policy decisions—such as forming regional alliances, hosting international peace dialogues, or opposing aggression—are meant to reflect this constitutional principle. Policies that promote hostility or isolate Pakistan from global or Muslim cooperation would contradict the intent of this Article.
